Responding to Officer-Involved Shootings Symposium: Effective Practices and Protocols

The Virginia Office of the Attorney General is pleased to announce a joint collaboration with the National Attorneys General Training & Research Institute (NAGTRI) to provide a discussion on developing best practices for officer-involved shootings for Virginia law enforcement executives and attorney practitioners.

The event, Responding to Officer-Involved Shootings Symposium: Effective Practices and Protocols, will take place in Richmond, VA, from April 3-4, 2017, at the Richmond Marriott Hotel, located at 500 East Broad Street, Richmond, VA, 23219. The symposium will begin in the morning on April 3rd with registration at 11:00 AM and end in the afternoon on April 4, 2017.

The symposium is taking place in conjunction with the Virginia Commonwealth’s Attorneys’ Services Council (CASC), the Virginia Association of Chiefs of Police, and the Virginia Sheriff’s Association.  This training will be offered during the 2017 CASC Spring Institute.

The symposium is designed for attorneys and law enforcement officers with executive skill levels and will facilitate discussion and cover topic areas related to handling investigations and prosecutions of state, local, and federal officer-involved shooting incidents.  Nationally recognized experts will explore and present on topics, including use of deadly force case law and related constitutional issues, the development of shooting scene protocols and conducting investigations, ethical considerations when making an initial public response, and the handling of potential civil disobedience. 

The symposium will also review various prosecution stage issues, including standards for making charging decisions, the advantages and disadvantages of using the grand jury system, unique trial and sentencing issues, the announcement of decisions to charge or not charge, and challenges associated with public transparency.  Attendees will be given the opportunity to interact with and develop professional contacts with law enforcement and attorneys in Virginia who investigate and prosecute these cases, in addition to experts who perform the subsequent review of these cases on behalf of the government.
