Job Description / Responsibilities

The Central Shenandoah Criminal Justice Training Academy, located in Weyers Cave, VA, is a Certified Criminal Justice Training Academy under the authority of the Virginia Department of Criminal Justice Services. The Academy membership includes 56 member agencies with over 1723 criminal justice professionals. The Academy spans from Central to Northwestern Virginia, with agencies from Fluvanna and Louisa Counties to the east; Albemarle and Rockbridge Counties to the south; the Town of Clifton Forge, Bath, Highland, and Rockingham Counties to the west; and Shenandoah County, Page County and the Town of Culpeper to the north.

The Executive Director serves as the Chief Executive Officer responsible for the overall management, administration and operation of the Central Shenandoah Criminal Justice Training Academy. Position ensures compliance with applicable laws and regulations governing Academy operations and programs, as well as the implementation of the directions of the governing body. Performs complex professional and administrative work providing overall management and administration of the Academy. The position is responsible for the safe and efficient operation of all facilities and ensures compliance with applicable laws and regulations governing Academy operations and programs.

Work is performed under the guidance of the Academy's Executive Committee and generally under the direction of all participating public safety members (Academy Board). The Executive Director is appointed by the Academy's Board of Directors.  The incumbent of the Executive Director position is a Fair Labor Standards Act exempt, 'at will' employee of the Board.

The following is a summary of the major essential function of the Executive Director position.  The incumbent may perform other duties, both major and minor, that are not mentioned below, and specific functions may change from time to time.

  • Serves as the chief advisor to the Academy Executive Committee and Board;
  • Assists the Executive Committee and Board with the direction, control and evaluation of Academy operations, preparation of the annual operating budget and capital improvement budget;
  • Acts as the Academy's Chief Executive Officer, fiscal officer, and purchasing agent;
  • Enter into contracts as required;
  • Prepares the Academy's annual budget;
  • Advertises, hires, trains, evaluates, disciplines, terminates, and establishes work schedules for support staff;
  • Develop, monitors, schedules, and continually reviews Academy curriculum, courses and programs; prepares and distributes the training calendar, and reviews instructor lesson plans and tests;
  • Selects faculty and evaluate their performance and ensure their compliance with Academy by-laws.  Instruct as needed;
  • Ensures compliance with applicable laws and regulations governing Academy operations and programs;
  • Attends regular and special meetings of the Executive Committee, the Board and other meetings as required;
  • Receives, processes and responds to agency service requests, complaints, inquiries and correspondence;
  • Oversees and participates in the monitoring of the Academy's financial condition and the preparation of related reports, budget projections and status of programs;
  • Serves on budget committees and represents the Academy in all financial preparations and transactions;
  • Prepares material for Board agendas, provides technical assistance and researches information for reports and follows up as required;
  • Provides regular leadership and guidance to Academy staff including timely performance evaluations;
  • Advances the organizational values and mission statement of the Academy;
  • May represent the Academy on various boards and commissions and serves as a liaison with the Executive Board, participating agencies and Board members;
  • Responds to requests and inquiries from Board;
  • Performs liaison activities to other governmental agencies and organizations;
  • Performs related work as required.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, standing, walking, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Salary & Benefits
The hiring and salary range for this position is $80,000 to $90,000.  This excellent and exciting career opportunity also includes an excellent benefits package, including retirement benefit through the Virginia Retirement System.



  • An undergraduate degree in criminal justice, public administration, education or related field is required. A Master's degree with coursework in public administration, or related field is preferred with extensive management and public safety experience in city or county government or equivalent combination of education and experience.
  • Extensive work experience/knowledge of the criminal justice system with specific experience in criminal justice training and education.


  • Comprehensive knowledge of public management and organization theories, principles, practices and techniques at the local level;
  • Comprehensive knowledge of the organization, function and methods of operation of public service agencies;
  • Comprehensive knowledge of the basic laws, ordinances and regulations applicable to law enforcement, emergency communications, budget preparation, thorough knowledge of governmental finance and administration;
  • General knowledge of the theories, principles and practices of public personnel administration;
  • Ability to analyze program needs and develop (program) enhancements to attract and retain non-Board member agencies;
  • Ability to analyze and develop budget estimates;
  • Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare working procedures;
  • Ability to communicate and market ideas effectively orally and in writing;
  • Ability to establish and maintain effective working relationships with City, State and other officials, civic and business leaders, employees and the general public.


  • Requires the possession of an appropriate driver's license valid in the Commonwealth of Virginia.
  • Requires residency located no more than 30 minutes travel time from the Academy.
