2011 VACP Midyear Conference
The 2011 VACP Midyear Training and Business Conference will be held April 11-12, 2011 at the Stonewall Jackson Hotel & Conference Center in Staunton, VA.
Registration is currently open and the registration form is available on the conference web page as a PDF form. The conference is open to both members and non-members from all law enforcement agencies, so please encourage others to attend. If you are unable to attend yourself, please consider maybe sending someone else from your department who could benefit from the training agenda and networking opportunities. The registration deadline is April 6 so send in your forms as soon as possible!

If you have not yet made your hotel reservations, please do so soon. The hotel reservation deadline is March 25 and after this date, all rooms are based on availability and the conference rate is not guaranteed. For reservations please contact the hotel directly at (540) 885-4848. The VACP room rate is $77 single/$115 double per night, plus 10% taxes. When making reservations please refer to the "VACP Conference rate."
All reservations must be accompanied by a first night room deposit with a major credit card. In the event you wish to cancel a reservation, the deposit is refundable if notice is received before 5:00pm 48 HOURS prior to the day of arrival and a cancellation number is obtained.

SAVE-THE-DATE REMINDER: This year, the VACP Annual Conference is being held in September instead of the traditional month of August. The conference will be September 25-28, 2011 in Norfolk at the Norfolk Waterside Marriott. Mark your calendars now and plan to attend!
2011 Virginia General Assembly Session Update
VACP Executive Director Dana Schrad has prepared two reports on the actions of the 2011 Virginia General Assembly:
- The first is a Final Report on legislation that was of particular interest to the law enforcement community, including bills related to law enforcement retirement, immigration, narcotics, FOIA, pursuit driving, traffic enforcement, firearms, and other criminal justice issues.
- The second is a Budget Conference Report explaining the public safety amendments to the 2011-2012 state budget as passed by the Virginia General Assembly.

Connect with the VACP
The VACP now has several ways for you to connect with the association! In addition to the long-standing association web site, we also have a twitter account (@vachiefs), which was launched in March 2010; a recently established LinkedIn group for VACP members only; and our newest offering, a Facebook page for connecting with both members and non-members. We are using all of these social media tools now to help communicate more effectively with not only our members, but others in the law enforcement community as well as the general public.
So if you are currently using any of these social media platforms, we hope you'll follow us, like us, or join us to stay connected with the latest news from your association!
Also, be on the lookout for a new VACP Online Member Area... the VACP staff has been working for more than a year on a new system to bring you enhanced online member services. The system is expected to be available to members in the upcoming months.
2011 VACP/VPCF Awards
Nominations are currently being accepted for the 2011 VACP/VPCF Awards for Valor, Lifesaving & Outstanding Contribution to Law Enforcement. The deadline for nominations is June 3, 2011.
Any action that occurs before the deadline for nominations is eligible for recognition, so long as the nomination has not previously been submitted. A description of the criteria for the different awards is on the nomination form. Click here to download the 2011 Awards Nomination Form (PDF)

2010 Law Enforcement Challenge Awards

Nominations Sought for Annual MAWLEE Awards
The Mid-Atlantic Association of Women in Law Enforcement (MAAWLE) is pleased to announce that their 25th Annual Awards Banquet will be co-hosted by departments from Delaware, Pennsylvania and New Jersey in Rehoboth Beach on April 4, 2011 at their annual conference. Nominations are now being accepted for the following award categories:
- Valor Award - Recipient will be a law enforcement professional who distinguished herself by an act of extraordinary selflessness, personal bravery, courage or self-sacrifice during 2010.
- Leadership Award - Recipient will be a law enforcement professional with at least ten (10) years of experience, who has distinguished herself through integrity, ethical standards, initiative, problem solving, communication, planning and organization, and administration.
- Lifetime Achievement Award - Recipient will be a law enforcement professional with at least fifteen (15) years of experience, who has distinguished herself through outstanding accomplishments and contributions spanning her career in law enforcement.
- Trooper Jessica Cheney Spirit Award - Recipient will be a law enforcement professional with five (5) years or less of service, who has excelled during her short tenure and embodies the spirit of Trooper Jessica Cheney.
Recipients will receive a plaque and certificate recognizing their achievement, paid 2011 conference fee, and one year paid dues to MAAWLE.
The nominee does not have to be a member of MAAWLE, however, both the nominating officer and the nominee must work in a member state of Delaware, Maryland, Virginia, District of Columbia, Pennsylvania or New Jersey. Nominees must be full-time law enforcement officers with the power of arrest who are paid by public funds of any municipality, county, state, federal or United States territory.

The University of Richmond appointed former Richmond Police Major David McCoy as Associate Vice President for Public Safety and Chief of Police. McCoy comes to UR following a 25-year career with Richmond PD. (Read more)

The Town of Louisa has named A.J. Panebianco as its Interim Police Chief. Panebianco was previously the chief in Buena Vista, and served as Interim Chief in Warsaw.
Retirements:

2010-11 VACP President Chief Doug Davis celebrated his retirement from the Waynesboro Police Department on Saturday night with family and friends. But although he's now retired from policing, he is not retiring as your President... he will be in the VACP offices tomorrow, March 1, with a To-Do list from Dana!

Henrico Police Chief Henry Stanley announced in January that he would be retiring this April. Stanley, a past president of the VACP, joined Henrico Police 48 years ago as a patrol officer; he was named Chief in 1995. Congratulations, Chief Stanley! (Read more)

Norfolk Police Chief Bruce Marquis has also announced his retirement, effective April 1. Marquis was named chief in Norfolk in 2004 after spending three years as chief in Hartford, CT. (Read more)
- Vinton Police Chief Herb Cooley has announced that he will retire this summer after a 45-year career in law enforcement. Best wishes for your retirement Chief Cooley! (Read more)
In Memorium:

Long-time VACP member and retired Henrico Major W. Murray Bullock, Jr., passed away Friday, January 7 after a long illness. Murray served with the Henrico Division of Police for 27 years, achieving the rank of Assistant Chief of Police.

Also a long-time VACP member, retired Martinsville Police Chief David J. Edwards, Sr. passed away January 1 at his Martinsville home. Edwards, 65, was chief from 1996 to 1999. (Read more)
