Academy gave residents a look inside Chesapeake Police

When W. Gerald Massengill heard about the shooting deaths of more than 30 students on the campus of Virginia Tech, he was at home, settling into his retirement for the second time.

Within the week, he received a phone call from Gov. Timothy M. Kaine. “It was an unexpected phone call,” Massengill said. “I was following what was going on like most people across the commonwealth and across the nation.”
