Lynchburg woman given seat belt award whose life saved by one

Ashley Foster remembers the moment when the world stopped spinning and her Ford Expedition landed on its wheels after careening 75 feet down an embankment.

Her head hurt. Glass was everywhere. The airbags in the car had inflated - all but hers. But she was still in the car, held tight by the seat belt that very possibly saved her life. Foster likely would have been thrown from her car had she not been belted in.

Because of that simple act, Foster was recognized with the Saved by the Belt award by the Bedford City Police Department and the Virginia Association of Chiefs of Police.

Roanoke Co. Police Chief Ray Lavinder to retire

The current VACP President has announced that he will retire September 1, at the completion of his year as president of the association. After about 28 years in Roanoke County law enforcement and a decade as chief, Lavinder says he's ready to trade his badge for a life of travel and leisure.

Retired Buena Vista Police Chief Erskin K. Campbell passes away

The VACP is saddened to announce that Retired Buena Vista Police Chief Erskin K. Campbell, 72, passed away Wednesday, December 5 at 9:45 p.m. at Henrico Doctors Hospital, Richmond, VA. Chief Campbell served as Chief of Police for the City of Buena Vista for 18 years, retiring in 1990.

The VACP is greatly saddened to report that Retired Henrico Police Chief Richard G. Engels, 73, passed away on December 1. Chief Engels, president of the VACP from 1995-1996, was born and raised in Petersburg, Virginia.
