Governor Delivers State of the Commonwealth Address

Governor Kaine delivered his State of the Commonwealth Address to a joint session of the General Assembly. He highlighted the return of the Assembly to the State Capitol as well as his 2008 legislative proposals which include improvements to the mental health system, increased state support of Pre-K, and new investments in higher education.
