Second in command at Mich. department takes over on Jan. 1
Steven D. Martin was the top pick of 95 applicants from 26 states. Martin, who worked his way up from patrolman to the No. 2 spot at the Saginaw, Mich., police department, will take over as Hopewell's chief Jan. 1.
