Better pay, broader recruiting help the force turn the tide
Recruiting and retaining police officers was a problem in Richmond when Chief Rodney Monroe took over in early 2005.
A number of officers recruited in Richmond would go through training at the Richmond Police Academy, only to leave within five years to join other departments offering better pay, better hours and nicer equipment and working conditions. The department was regularly understaffed.
