Hanover County Sheriff David Hines Receives 2022 Gary Payne D.A.R.E. Administrator of the Year Award
The Gary Payne Administrator of the Year award is given annually to a law enforcement administrator who has demonstrated a high degree of commitment to the D.A.R.E., or Drug Abuse Resistance Education program in his or her community and state. It is given by the Virginia D.A.R.E. Association Inc.
Colonel Hines was recognized today at the 2022 Virginia School Safety Conference.

Colonel Hines has been in law enforcement in Hanover County, Virginia for more than 38 years. Serving as Sheriff since September of 2010, Colonel Hines has continuously advocated for the D.A.R.E. program. In 2021, Sheriff Hines demonstrated his commitment to Virginia D.A.R.E. by sending two D.A.R.E. Officers to the D.A.R.E. International Mentor Training in Nashville, Tennessee. This training allows an opportunity for the Hanover County Sheriff's Office to host trainings for other agencies and more.
In addition, Colonel Hines has pledged to have a D.A.R.E. Officer in every elementary school in Hanover County.
“It is an honor to accept this award on behalf of our community. Our community loves the D.A.R.E. curriculum and our D.A.R.E. Officers. The relationships that are built on lessons learned from the D.A.R.E. curriculum between our students and officers are lifelong. We will continue to support D.A.R.E. and their mission of adolescence substance abuse prevention as this organization works hand-in-hand with law enforcement in keeping our youth safe,” said Colonel David R. Hines, Sheriff.
