Virginia Police Chiefs Select Virginia Beach Police Lt. Scott Humphrey to Receive the 2018 Outstanding Contribution to Law Enforcement Award
The Virginia Association of Chiefs of Police & Foundation (VACP) on September 11, 2018 presented Virginia Beach Lt. Scott Humphrey with the Award for Outstanding Contribution to Law Enforcement. The award was presented at the VACP Annual Conference held this year at the Hotel Roanoke in Roanoke, Virginia.
The Award for Outstanding Contribution to Law Enforcement recognizes an individual's conspicuous act or achievement in the performance of some duty that results in an exceptional and responsible contribution to law enforcement. The act or achievement must clearly distinguish the individual from others in the same or like circumstances.In 2000, Lieutenant Humphrey established the first Virginia chapter of the Police Unity Tour. This non-profit organization was formed specifically to raise funds to build and support the National Law Enforcement Officers Memorial (NLEOM) in Washington, DC. For five years, Scott led this organization as President and in 2009 was instrumental in the establishment of a new organization, Law Enforcement United. Together these two organizations have attracted thousands of volunteers from law enforcement agencies across the nation and have raised millions of dollars for the NLEOM Fund, Concerns of Police Survivors, the Officer Down Memorial Page and the Spirit of Blue Foundation.
Lt. Humphrey currently serves as the Vice President of the “Officer Down Memorial Page”. This organization is dedicated to honoring and bringing public awareness of all who have lost their lives in the line of duty. The research he conducted in this role resulted in identifying four officers who were originally excluded from the National Law Enforcement Officers Memorial. Through Lieutenant Humphrey's diligence, the names of these officers now are included on this memorial.
Lt. Humphrey serves as the leader of the Virginia “Cops on Top” team. This team of volunteers undertakes mountain climbing expeditions every year in order to raise awareness of those lost in the line duty. In this capacity, he has led a team of Virginia officers to the summit of Virginia's highest peak and he has participated as team member, summiting the tallest peaks of Colorado, New Mexico and Utah.
During his 25-year tenure with the Virginia Beach Police Department, he has made significant and noteworthy contributions, such as serving on the VBPD Honor Guard since 1995. Lt. Humphrey's commitment to this ceremonial unit has remained consistent through the ranks, having served as an Honor Guard Supervisor and in his current role as the Honor Guard Commander. Lt. Humphrey was instrumental in obtaining training for members of the Honor Guard from the elite sentinels who guard the Tomb of the Unknown Soldier. Under his leadership, the unit has provided their unique service to more than 50 funerals across the country for fallen law enforcement officers.
Lt. Humphrey also is an ardent supporter of the End of Watch Foundation. Scott ran in the various annual Run for Hope 5K events while wearing body armor as a member of Project Active Armor – http://www.lawenforcementunited.org/ActiveArmor. This fun activity brought families and various law enforcement teams out from around the larger area to honor the sacrifices made by law enforcement families everywhere and to encourage all law enforcement officers to wear their body armor. This along with his general work to support the “Below 100” campaign communicates his strong commitment to support the health, wellness and longevity of police officers.
For many years, Lt. Humphrey has been a leader in the Virginia Beach Police support program. In this role, he has ensured that officers facing challenging circumstances (duty or non-duty related) can access supportive services in an environment of confidentiality and with a focus on their wellness and emotional health. In 2018, Lt. Humphrey introduced an impactful campaign that focuses on reducing the risk of suicide in first responders.
Knowing that the image of police in the community is an important component of building trust, Lt. Humphrey has been a volunteer with “We the People: The Citizen and Constitution” at James Madison's Montpelier. This nationally acclaimed civics and constitutional history program teaches middle school and high school students about civic competence and responsibility. He has served several times as a judge at the state level competitions for middle and high schools held in Williamsburg. He helps students understand their Constitution and civic responsibilities, as well as the police officer's role as a protector of their fundamental rights.
Lt. Humphrey has donated thousands of “off duty” hours and miles to conduct these activities over more than two decades. This work reflects an unusual level of commitment, initiative and willing sacrifice. During this time, he has been promoted twice, earned a master's degree, raised two daughters with his wife, and twice has received the Department's Medal of Merit. The Virginia Association of Chiefs of Police is proud to honor Virginia Beach Police Lieutenant Scott Humphrey with the 2018 Outstanding Contribution to Law Enforcement Award.
