The City of Richmond, VA is seeking to fill the position of Chief of Police.  The Chief of Police is responsible for providing strategic leadership to a  24 hour/365 day-a-year diverse organization of professionally trained staff that serve the citizens across 62.5 square miles of the Capital City.    The selected candidate will be responsible for upholding the mission and values of the department which are to make the city safer through community policing and engagement while being dedicated to providing a customer service imprint that encompasses displaying a standard of excellence in the areas of accountability, community focus, innovation, integrity, professionalism and shared trust.

Requirements

Duties include but are not limited to:

  • Planning, directing, managing, and overseeing activities; approving and allocating resources as needed;
  • Ensuring departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensuring adherence to established safety procedures; monitoring work environment and use of safety equipment to ensure safety of employees and other individuals; 
  • Developing long and short term goals, creating objectives for the department and researching, assessing and meeting current and future community law enforcement needs through workforce deployment, equipment use, and community relations programs;
  • Developing, implementing, and updating department policies and procedures; developing work methods and practices, standard operating procedures, training programs, and general orders; monitoring implementation of departmental rules and regulations; updating departmental guidelines according to federal, state, or local legislation; 
  • Creating/maintaining positive public relations with the general public and representing the City at various functions; attending council meetings, ceremonies, dedications and other events; meeting with, giving speeches, presentations to various groups to include but not limited to schools, civic groups, and community organizations; and provides education and information to the public on laws, law enforcement, crime prevention, and related issues;
  • Providing direction and communication to managers and direct subordinates; performing various supervisory duties; engaging and motivating employees;
  • Reviewing, preparing, and writing various reports, budgets, and other documents; analyzing data; analyzing options and recommendations; formulating decisions;
  • Consulting with others to accomplish or expand project goals and resolve issues;
  • Responding to major/critical incidents; working collaboratively with outside agencies/localities as needed during emergency situations.
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's Degree in criminal justice, law enforcement administration, public administration, business administration, homeland security, or a field directly related to law enforcement
  • Internal Promotion - Obtainment of the level of Captain or above; or an equivalent combination of training and experience
  • External Hire - Ten years of related progressively responsible experience at a senior executive law enforcement level 
  • Experience in an urban municipal setting is strongly preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS
The preferred candidate will have a master's degree in a related field and be a seasoned law enforcement professional that has a proven track record of being a listening leader vested in understand and meeting the needs of the organization and the community.  The preferred candidate will also be committed to the City and police force and consider this opportunity as a long term community and career investment.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • A valid Commonwealth of Virginia Driver's License with a satisfactory driving record within 30 days of hire
  • Must be certified by the Virginia State Department of Criminal Justice Services to perform police duties in the Commonwealth of Virginia or be able to obtain Virginia certification within 12 months of accepting the position
