The Town of Crewe, Virginia (population 2,326) is seeking a professional, approachable, innovative, tech savvy, and energetic community leader to serve as the next Chief of Police.  The ideal candidate will have the ability to achieve four main objectives:
 
Objective 1:  Manages a department of six sworn officers and one administrative Assistant;
 
Objective 2:  Oversees the enforcement of all local, state, and federal laws, including major criminal offenses;  
 
Objective 3:  Establishes strong relationships between the department and the community, rooted in trust and respect;
 
Objective 4:  Provides visionary leadership in bringing the department to professional accreditation standards.
 
While the successful candidate will maintain a high level of independence in fulfilling the aforementioned objectives, the following job-related duties will be required of the Chief and his/her department: 
  • Develops comprehensive long and short-range strategies designed to achieve departmental goals and objectives and establish priorities as necessary to accomplish them;
  • Exercises technical management oversight for all operations, activities, and programs within the department; 
  • Develops and maintains strong working relationships with local, state, and federal public safety partners, including the Nottoway County Sheriff’s Department, police departments from the neighboring towns, the Virginia State Police, and the Nottoway County Commonwealth Attorney’s Office;
  • Develops comprehensive budget(s) based on programs, resource parameters, and technology enhancements.  Exercises internal fiscal control and reviews capital asset proposals and contracts; 
  • Develops and executes policies to ensure the integrity of all departmental records and files, including physical and digital evidence;
  • Maintains and updates the Crewe Police Department Policies and Procedures Manual; 
  • Maintains, encourages registration for, and utilizes the Town’s CodeRed emergency notification system;
  • Prepares grant funding applications for the department; 
  • Develops and executes a comprehensive community policing strategy to include planning and executing community-based events and programs; door to door visits to local businesses; having a presence at non-departmental community functions; regular, positive interaction with the public; and utilizing new tools and technologies (Facebook, Next Door, etc.), for establishing and maintaining interaction with the community;
 Required Knowledge, Skills, and Abilities: 
  • Extensive knowledge of modern research and investigative techniques and procedures; 
  • Knowledge of local government fiscal policies and procedures; 
  • Extensive knowledge of laws, statutes, and ordinances of the Commonwealth of Virginia; 
  • Ability to maintain a high level of community visibility and engagement; 
  • Ability to establish and maintain effective working relationships with local officials, subordinates, representatives from other agencies, and the general           public; 
  • Strong communications and collaboration skills; 
  • Strong organizational management and human resources management skills; 
  • Ability to manage and ensure police officers receive training and development;
 Qualifications: 
  • Extensive, successful experience as a law enforcement officer required; 
  • Must possess or be able to obtain DCJS certification within 12 months of hire; 
  • Must possess a valid driver’s license; 
  • Bachelor’s degree in criminal justice or related field preferred; 
  • Law enforcement supervisory experience preferred;

The Town of Crewe’s benefits package ranks among the best of local governments in Virginia, with the Town paying 100% of medical insurance premiums for its employees and immediate family members.  The Town of Crewe participates in the Virginia Retirement System (VRS).  The salary for this position is commensurate with education and experience.
