The Longwood University Police Department is a fully accredited law-enforcement operation that operates under a concurrent jurisdiction agreement with the Farmville Police Department and Prince Edward County Sheriff's Office. In the past 10 years, the LUPD has seen budget increases to nearly $3 million, has doubled its staff to more than twenty, and has implemented several forms of technology that act as force multipliers, including more than 400 security cameras. The LUPD has also adopted community-policing practices and strives to engage positively with the broader Longwood community and utilizing pro-active, student-focused crime prevention strategies. 
 
Job Description: 
Longwood University invites qualified applicants to apply for the position of Assistant Vice President for Public Safety / Director and Chief of Police (FA074). Reporting to the Vice President for Student Affairs, this position serves as a senior leader within Student Affairs and provides leadership and overall management for the Department of Public Safety.
Serving as Assistant Vice President/Director for Public Safety and Chief Law Enforcement Officer for Longwood University, the incumbent is responsible for departmental administration, management, control, planning, research, budget, community relations, and internal affairs.  Public Safety consists of police operations, parking enforcement, and emergency management. 

Responsibilities include safety and security of approximately 4,300 students (including 2,800 residential students), approximately 750 full-time employees, and visitors to the campus. 

Responsibilities:

Essential Functions:
  • Directing, planning, developing, and implementing security and law enforcement programs providing safety and security of people and property.
  • Supervising a staff of full-time employees consisting of: lieutenants, sergeants, full-time police officers, civilian personnel, and several part-time officers.
  • Fostering a cooperative and communicative relationship between the campus police and the greater university community of students, faculty, staff and neighbors.
  • Developing, planning, and implementing crime prevention programs for campus.
  • Ensuring personnel exercise proper authority and discretion.
  • Training (or ensuring the training of) personnel to meet the needs of Longwood University.
  • Developing, planning, and implementing policies in compliance with the Virginia Law Enforcement Professional Standards Commission.
  • Establishing and maintaining collaborative relationships with the Town of Farmville Police, Virginia State Police, Prince Edward County Sheriff's Department, Virginia Department of Alcoholic Beverage Control, and other federal, state, and local authorities.
  • Enforcement of campus parking regulations.
  • Conducting research evaluating existing resources, existing demand, and forecasting the need for additional resources and funding;
  • Managing financial resources and securing external resources through grant procurement.
  • Ensuring effectiveness of access control systems, including planning and implementing future access control applications.
  • Understanding those aspects of law enforcement unique to a residential higher education setting, including regulatory considerations such as Title IX and the requirements of serving as a campus security authority for the U. S. Department of Education regarding campus crime statistics and reporting.
  • Oversee the evaluation of LUPD services; track service usage statistics and trends; and prepare annual report and assessment report of the services and activities of LUPD staff. 
The job will be filled at either the Assistant Vice President or Director level, depending on the successful candidate's experience, knowledge, skills, abilities, and competencies.  
 
Additional Information: 
This position is a full-time, administrative & professional faculty, exempt position. The anticipated start date for the position is July 25, 2023. The selected candidate must complete a statement of Economic Interests. A successful fingerprint based criminal background investigation is required. Requirements
  • Bachelor’s degree in criminal justice, business or related field required
  • Certification from a Basic Law Enforcement Academy. Current certification from the Virginia Department of Criminal Justice Services
  • Ten years of law enforcement experience with a minimum of four years in a command-level position
  • Valid Virginia driver’s license
  • Master’s degree in criminal justice, business or related field preferred
  • College or university experience preferred
