Summary:
Under general supervision, manages the operational aspects of the police department.  Work involves planning and managing assigned operations, services programs and staff; identifying operational needs, allocating resources, developing and implementing policies and procedures; and assessing programs and services to two divisions of law enforcement officers and staff. Work is performed for the purpose of public peace, protecting lives, property and rights of the public, and enforcing statutory law and municipal ordinances. Assists the Chief of Police with establishing goals and objectives and performing other managerial duties in support of the department and its services. Duties also include managing department personnel to include employing and taking disciplinary action with the guidance of the Chief of Police; appointing staff to department positions and removing from office as necessary.

Requirements Minimum Qualifications:
  • Possess a bachelor’s degree in criminal justice, police administration or a related field;
  • Twelve (12) years of relevant, professional experience in law enforcement work including at least two (2) years as a Captain or higher rank in law enforcement;
  • VA DCJS law enforcement certification;
  • Must pass LawFit physical performance test;
  • Must pass a thorough background investigation;
  • Possess a valid VA driver’s license. 
Preferred Qualifications:
  • Possess a master’s degree in criminal justice, police administration or a related field;
  • Graduation from a law enforcement-related senior leadership training program such as the FBI National Academy, PELS, Senior Management Institute for Police, or similar type training; 
  • Experience working in a CALEA nationally accredited police department; 
  • Knowledge and experience in 21st Century policing. 
Essential Functions:
  • Directs the operational activities of the police department.  Provides executive-level leadership in ensuring their assigned divisions conform to the policies, personnel and fiscal priorities of the department;
  • Provides strategic guidance on complex issues including departmental directives affecting operational policies, management of internal resources, program effectiveness/efficiency, and recommends, creates and leads the strategic vision of the department;
  • Engages in executive level problem-solving with the Chief of Police and other City leaders;
  • Formulates and recommends innovative solutions for organizational and programmatic change to deliver services and policies more effectively and efficiently;
  • Develops creative approaches that include a global perspective in assessing and leading internal and external departmental programmatic efforts;
  • Manages and initiates change efforts within their assigned divisions and the department;
  • Manages projects to include oversight of internal and external Citywide activities dealing with a myriad of public service issues;
  • Develops and maintains collaborative relationships with internal departments throughout the City, collaborating to achieve individual and joint goals to ensure that outcomes meet the needs of all stakeholders;
  • Serves as an executive representative of the department at meetings, conferences, and other executive level functions with external groups as required, including serving on external boards and advisory groups;
  • Engages in activities which promote the department within the community and the law enforcement profession;
  • Advances the mission, vision, values of the department and the City;
  • Performs related work as required.
Essential Knowledge, Skills, and Abilities:
  • Assumes Command of the Department in the absence of the Chief
  • Formulates Department policies and procedures under the guidance of the Chief of Police.
  • Plans, develops and directs the operational aspects of the department under the guidance of the Chief of Police.
  • Assist the Chief in Developing goals and objectives for the department; assesses effectiveness and implements changes as needed.
  • Plans and conducts department meetings to keep staff informed of developments, new management policies, assignments, and other work related issues.
  • Identifies needs, obtains and allocates resources for the Department.
  • Assist the Chief of Police in the preparation of the Department budget and adjusts priorities as needed; develops alternative funding proposals, such as grant applications and administers same.
  • Issues purchase orders and obtains necessary equipment, materials and supplies; and ensures their proper inventory, record keeping, repair and maintenance.
  • Assist in oversight of department operations and ensures that all activities comply with policies, procedures, standards and related regulations, including patrolling, crime deterrence and arrests, record maintenance and dissemination, the conducting of investigations, and other Department programs and services.
  • Manages personnel functions of assigned Divisions.
  • Plans and oversees the work of subordinate supervisors who in turn supervise officers, investigators and administrative staff.
  • Under the guidance and at the discretion of the Chief of Police ensures personnel records are maintained accurately; resolves difficult employee relations issues and manages employee terminations; interview, hires, promotes and discharges personnel as appropriate; investigates complaints against Department personnel.
  • Ensures staff understands the impact and effect of responsibilities; ensures staff receives training and necessary resources to carry out duties effectively.
  • Prepares and/or reviews reports of employee injuries.
  • At the direction of the Chief of Police performs a variety of public relations duties including preparing news releases; developing collaborative relationships with other law enforcement and public safety agencies, community groups, etc.; responding to questions from the public regarding public safety issue, Department policies, procedures, and services.
  • Serves on various local, regional and state professional committees and boards
  • At the direction of the Chief of Police serves on non-professional local, regional and state committees and boards which result in a recognized benefit to the City, as required.
  • Participates in accomplishment of National Accreditation.
  • Performs other related duties as assigned.

Persons testing should be interested in a full-time position involving general police work in protection of life and property through the enforcement of laws and ordinances in the City of Fredericksburg and the Commonwealth of Virginia.
