Chief of Police
The City of Salem is seeking a highly motivated leader in law enforcement who is willing to serve and inspire both staff and residents as the city’s next Police Chief. This individual will be expected to continue the strong traditions of community policing and citizen engagement that have been trademarks of the Salem Police Department for decades. The current chief is retiring after 30 years in law enforcement, including 23 with Salem.

The Salem Police Department is nationally accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA). For fiscal year 2023, the budget totaled approximately $10.6 million with 67 sworn full-time officers, 5 sworn part-time officers, and 37 civilian employees. The Salem Police Department also operates and manages animal control, the city’s animal shelter, and its 911 operations. The Police Chief is responsible for overseeing all of these areas and ensuring that they function efficiently and effectively based on applicable laws, policies, ordinances, rules and regulations adopted by the City of Salem and the Virginia General Assembly.

Requirements Knowledge, Skills and Abilities
Comprehensive knowledge of the laws, rules, and regulations relating to the administration of criminal justice and law enforcement; comprehensive knowledge of scientific methods of crime detection, criminal identification, and radio communication; comprehensive knowledge of controlling laws and ordinances; thorough knowledge of the geography of the City; skill in the use of firearms and the operation of a motor vehicle; demonstrated ability to lead and direct the activities of police officers; ability to maintain cooperative relationships with other City officials and with the general public; ability to evaluate the effectiveness of the police operation and to institute improvements; ability to prepare and review reports; ability to establish and maintain effective working relationships with other City officials, associates and the general public.

Education and Experience
Bachelor’s degree in criminal justice, business public administration or related field, and extensive policing experience, including five (5) to ten (10) years at the commander/management level. A master’s degree is preferred and/
or continuing professional education in a law enforcement program such as the FBI Academy, the Southern Police Institute or similar program.

Special Requirements
  • Must be a City resident or secure residence within the City limits within 12 months of employment.
  • Must meet and maintain all department, State, and Federal training and education requirements for position including certification requirements by the Virginia Department of Criminal Justice or if out of state, must obtain in 6 months.
  • Must possess or obtain a valid driver’s license in the Commonwealth of Virginia.
  • The following pre-employment screenings must be successfully completed with satisfactory results for the position:
    • DMV Driving record Review
    • Drug Screen
    • Credit History Review
    • Employment History
    • Criminal Background Investigation, including VCIN Fingerprinting.
