Blue Envelope Program

The envelope, which drivers or their caregivers may voluntarily present, is intended to:

Indicate that the driver may have unique communication needs

Hold essential documents, such as the vehicle registration, insurance card, emergency contact information, and optionally, a copy of the driver’s license

Include printed guidance on the envelope for both law enforcement and the driver to support a calm, effective interaction during a stop
The program is entirely voluntary and confidential. DMV will not collect or retain any participant information, and no diagnosis documentation is required to request an envelope. Envelopes will be distributed free of charge at all DMV Customer Service Centers across the Commonwealth.
We are asking for your support in raising awareness of this program and helping ensure your officers are prepared to recognize and respond appropriately when a Blue Envelope is presented. This is not a legal exemption—it is a communication tool to promote safer, more effective traffic stops for all involved.
