Chief (Ret) Angela M. Greene Selected to Receive 2025 VACP President's Award
Each year, the President of the Virginia Association of Chiefs of Police & Foundation selects an individual for the VACP President’s Award to recognize their exemplary service to the Association, the Virginia law enforcement community, and the Commonwealth of Virginia.
This year, VACP President Chief Scott C. Booth is proud to recognize Chief (Ret.) Angela M. Greene, the newly appointed Director of Organized Retail Crime for the Office of the Virginia Attorney General.
Chief Greene’s distinguished career spans more than two decades of service to Virginia communities. She began her law enforcement career in 2001 with the Richmond Police Department, rising to the rank of Captain. In 2016, she was appointed Assistant Chief of Police in Portsmouth, overseeing Uniform Patrol, Special Operations, SWAT, and numerous specialized units. In 2019, she became Chief of Police for the City of Portsmouth, leading over 350 sworn, auxiliary, and civilian personnel, and championing community engagement and crime reduction programs.
Most recently, Chief Greene served as Chief of Police in Lexington, Virginia, where she was appointed in 2021. Beyond her departmental leadership, she has been an active contributor to law enforcement statewide, serving as 3rd Vice President of the Virginia Association of Chiefs of Police, a Commissioner for the Virginia Law Enforcement Professional Standards Commission, Vice Chair of the Cardinal Criminal Justice Regional Training Academy, and as a Governor-appointed member of the Maternal Mortality Review Team.
Her academic achievements include a bachelor’s degree in Pre-Law and Political Science from Fairleigh Dickinson University, a master’s degree in Public Administration from Old Dominion University, and she is currently pursuing a Ph.D. in Public Administration from Liberty University.
Chief Greene’s lifelong commitment to public safety, professionalism, and community partnerships exemplifies the spirit of this award. President Booth is honored to present her with the 2025 VACP President’s Award.
