Institute for Leadership in Changing Times (2026)

The 2026 ILCT is being held July 12-17 & September 30-October 2, 2026 
Attendance at both weeks of the program is required!
 
The Institute for Leadership in Changing Times (ILCT) is an intensive nine-day, intermediate-level leadership education program.  This program is designed for individuals who currently serve in, or are soon to be promoted to, mid-level management positions within their organizations.  The objective of this program is to develop emerging leaders by cultivating critical thinking skills, creative thinking processes, and professionalism.  In addition to classroom study, participants will manage a project assigned to them from their department and conduct a presentation on the components and outcome of their project.  The program also includes a mentoring session and mock interview panel. The program fee is $2,800 and includes tuition, course materials, and lodging.  Lodging is single occupancy and arrangements are made by the VACP.  If special accommodations are needed, please send an email to stephanie@vachiefs.org. Meals are not included.  The program fee without lodging is $2,100. All classes are held at the Richmond Police Training Academy and lodging is provided at the Hampton Inn & Suites Richmond/Virginia Center. 

You do not have to be a VACP member to register, but will need to create a profile in our system. When creating a profile and registering for a program please be sure to provide business contact information, not home/personal contact information.
