Town of Pulaski Appoints William K. Kelly III as New Chief of Police

The Town of Pulaski has a new police chief.

Town Manager Todd Day announced in a press release this morning the appointment of William K. Kelly, III as the new Chief of Police for the Town of Pulaski.

Chief Kelly will officially assume his duties on Monday morning, January 12, 2026, at 10 a.m. when he will be taking the Oath of Office.
 
“Chief Kelly brings with him more than two decades of law enforcement experience, with a career marked by leadership, professionalism, and a strong commitment to public safety,” Day said. “His experience spans multiple critical areas of policing, including:

  • Service in the Detective Division of the Norfolk Police Department, where he worked as both a Detective and later as a Detective Supervisor;
  • Leadership within the Patrol Division of the Norfolk Police Department, rising to the rank of Executive Officer of that division;
  • Assignment as the Officer in Charge of the K9 Unit within the Homeland Security Division of the Norfolk Police Department, where he oversaw 15 handler and K9 teams; and
  • Most recently, his service as a Narcotics Investigator with the Pulaski Police ”

Day said Chief Kelly’s “extensive background, combined with his education, leadership experience and work here in Pulaski, makes him exceptionally well suited to lead the department forward.”
 
“I would also like to take this opportunity to thank Assistant Chief Mike Parmelee for his dedication, professionalism, and steady leadership over the past six months while serving in an acting capacity. His commitment to the department and to the Town during this transitional period has not gone unrecognized,” Day said.
 
“Please join me in welcoming Chief William K. Kelly as Chief of Police for the Town of Pulaski. I personally look forward to new horizons for the Pulaski Police Department as they continue to serve the community.”
