Leesburg Police Captain David Smith Promoted to Deputy Chief of Police

Leesburg, VA (December 16, 2025) – The Leesburg Police Department is pleased to announce that Captain David Smith will be promoted to Deputy Chief of Police, effective Monday, December 22, 2025.

Captain Smith currently serves as the Field Operations Bureau Commander, leading the department’s largest division. Since joining the Leesburg Police Department in 2019, he has overseen major operational reforms, spearheaded the launch of the Town’s speed camera program, and collaborated with Town leadership to develop strategies around noise ordinance enforcement and data-driven patrol deployment.

“Captain Smith brings a strategic, community-focused approach to public safety,” said Chief Thea Pirnat. “His experience, leadership, and professionalism have already made a significant impact in Leesburg, and I’m confident he will continue to lead with integrity in his new role.”

Before joining LPD, Captain Smith retired from the Fairfax County Police Department after 26 years of service. His prior leadership roles included assignments in the Major Crimes Bureau, Internal Affairs, and the Cyber & Forensics Bureau. He holds a bachelor’s degree in justice studies from Frostburg State University and is a graduate of the Professional Executive Leadership School, the Institute for Leadership in Changing Times, and the IACP Leadership in Police Organizations program.

Captain Smith’s promotion follows the retirement of Deputy Chief Vanessa Grigsby and reflects the department’s ongoing commitment to strong, experienced leadership serving the Leesburg community.
